There is a moment in the story of Telegram that captures everything the platform has come to represent. On 24 August 2024, Pavel Durov, the founder and CEO of one of the world’s most powerful messaging applications, stepped off a private jet at Le Bourget Airport outside Paris and was immediately arrested by French authorities. The charges against him included complicity in organized crime, drug trafficking, and the distribution of child sexual abuse material, all stemming from what prosecutors described as Telegram’s near-total absence of cooperation with law enforcement.<\/p>\n\n\n\n

Durov spent four days in police custody. He was released on bail of five and a half million dollars, barred from leaving France, and required to report to police twice weekly. For a man who had spent the previous decade building a company on the principle that no government should control private communication, it was a reckoning as dramatic as any in the history of Silicon Valley, or in his case, Dubai.<\/p>\n\n\n\n

The story of Telegram is inseparable from the story of Pavel Durov. It is a story about privacy, power, free expression, and the explosive, sometimes dangerous consequences of building a platform that refuses to police itself. It is also, by any objective measure, a story of extraordinary success.<\/p>\n\n\n\n

Origins: Born from Exile<\/h2>\n\n\n\n

Pavel Durov was born on 10 October 1984 in Saint Petersburg, Russia, into an intellectually ambitious family. His brother Nikolai, a brilliant mathematician and programmer, would become his closest collaborator. The brothers co-founded VKontakte (VK), Russia’s largest social network, in 2006. Pavel served as CEO and visionary while Nikolai provided the technical architecture.<\/p>\n\n\n\n

VK became a cultural phenomenon in Russia, growing into one of the most valuable internet companies in the region. But its success also made it a target. As the Russian government extended its reach into the digital sphere, pressure mounted on Durov to hand over user data, restrict political content, and comply with state demands. He refused.<\/p>\n\n\n\n

In 2014, Durov left VK following disagreements with shareholders and increasing pressure from Russian authorities. He publicly stated that he refused requests to hand over user data and restrict political content on the platform. He sold his stake, left Russia, and never went back.<\/p>\n\n\n\n

It was against this backdrop, with the experience of government coercion fresh and the conviction that communication should be free from state interference, that Telegram was born.<\/p>\n\n\n\n

The app was launched in August 2013, with headquarters established in Dubai to distance the brothers from government interference. Features like end-to-end encryption and self-destructing messages were embedded into the app from the start, making it an attractive alternative to other messaging services. Telegram grew quickly, reaching 100,000 users within just two months of its launch.<\/p>\n\n\n\n

Nikolai created the MTProto encryption protocol that underpins Telegram’s architecture. Pavel provided the financial backing. With a reported $300 million from the sale of his VK shares, Pavel established the infrastructure necessary for Telegram’s operations and growth.<\/p>\n\n\n\n

What Telegram Actually Is<\/h2>\n\n\n\n

To describe Telegram simply as a messaging app is to undersell it significantly. Telegram is a cloud-based, cross-platform social media and instant messaging service. It allows users to exchange messages, share media and files, and hold private and group voice or video calls as well as public livestreams. It is available for Android, iOS, Windows, macOS, Linux, Wear OS, watchOS, and web browsers.<\/p>\n\n\n\n

But Telegram’s feature set extends well beyond messaging. Telegram also has social networking features, allowing users to post stories, create public groups with up to 200,000 members, and share one-way updates to unlimited audiences in so-called channels.<\/p>\n\n\n\n

Telegram delivers messages faster than any other application, has no limits on the size of media and chats, has an open API and source code free for everyone, and keeps messages safe from hacker attacks.<\/p>\n\n\n\n

The platform offers end-to-end encryption in voice and video calls and optionally in private chats through its “Secret Chat” feature. Regular chats are encrypted but stored on Telegram’s cloud servers, which allows for multi-device access. This distinction is important and often misunderstood: Telegram is not end-to-end encrypted by default in the way Signal is. The choice to offer cloud storage for convenience while reserving full end-to-end encryption for secret chats is one of the most consequential design decisions the platform has made.<\/p>\n\n\n\n

Channels, which function as one-way broadcast tools with unlimited subscribers, have made Telegram something between a messaging app and a media platform. During wars, protests, elections, and crises, Telegram channels have become primary sources of real-time information for millions of people.<\/p>\n\n\n\n

The Growth Story: From Startup to a Billion Users<\/h2>\n\n\n\n

Telegram’s growth trajectory has been remarkable and, at times, counterintuitive. The platform has repeatedly benefited from the misfortunes or missteps of its competitors.<\/p>\n\n\n\n

When WhatsApp updated its privacy policy in January 2021 to share more data with Facebook, Telegram benefited from competitors facing backlash from changes in privacy policies. Tens of millions of users flooded in, and Telegram was the most downloaded app worldwide in January 2021, with a billion downloads globally as of late August 2021.<\/p>\n\n\n\n

Growth continued steadily. Founder Pavel Durov reported in March 2025 that the platform had passed one billion monthly active users, up from 950 million monthly active users in mid-2024. Total downloads exceeded 2 billion in early 2025.<\/p>\n\n\n\n

When Durov made the announcement, he did not do so quietly. He called WhatsApp a “cheap, watered down imitation” of Telegram. Whether or not the characterisation was fair, the confidence it reflected was not misplaced. Telegram had arrived.<\/p>\n\n\n\n

The financial picture has also transformed. Telegram became profitable in 2024, tripling year-over-year to generate over $1 billion in revenue and more than $500 million in profit excluding crypto assets, reversing a $173 million loss in 2023.<\/p>\n\n\n\n

Premium subscriptions grew rapidly in 2025, reaching 15 million in August 2025, compared with 4 million a month earlier. Telegram Premium, launched in 2022, allows users to unlock faster downloads, larger file uploads, exclusive stickers, animated profile pictures, and other features, providing a sustainable revenue model that did not depend on advertising or selling user data.<\/p>\n\n\n\n

Perhaps the most extraordinary fact about Telegram’s scale is the size of the team behind it. Despite having a user base of one billion, Telegram employed only about 30 full-time employees as of March 2025. Pavel Durov has stated that he remained the only product manager at the company. It is one of the most striking ratios of impact to headcount in the history of the technology industry.<\/p>\n\n\n\n

The Platform in the World: Wars, Protests, and Politics<\/h2>\n\n\n\n

Telegram has not merely been a passive bystander in global events. It has been a participant, sometimes centrally.<\/p>\n\n\n\n

During the 2019 to 2020 Hong Kong protests, activists relied on Telegram group chats to anonymously share police movements and organize demonstrations. In Ukraine, the Telegram channel Ukraine Online ranks among the country’s most popular news sources on the platform, providing real-time updates and mobilizing civilian support during the war.<\/p>\n\n\n\n

In Belarus, during the mass protests against Alexander Lukashenko’s government, Telegram became the coordination tool of the opposition when every other channel had been shut down or compromised.<\/p>\n\n\n\n

Telegram was also, somewhat uncomfortably, reported to have been widely used by Russian military forces for battlefield communications during the war in Ukraine, a fact that prompted speculation about whether its architecture, which Pavel Durov insists is free from Russian government access, was as secure for all parties as advertised.<\/p>

The global instant messaging app market was valued at $28.9 billion in 2024 and is projected to reach $64.39 billion by 2033, growing at a compound annual growth rate of 9.3 percent. Telegram sits at the centre of that market, serving communities from Central Asia to West Africa, from Latin America to the Middle East.<\/p>\n\n\n\n

The Moderation Problem: Freedom’s Dark Side<\/h2>\n\n\n\n

For all its achievements, Telegram has been haunted by a contradiction at its core. The same features that make it appealing to activists, journalists, whistleblowers, and privacy advocates, namely its minimal moderation, end-to-end secret chats, and resistance to government requests, have also made it a haven for extremists, criminals, and bad actors of every description.<\/p>\n\n\n\n

Communities of anti-vax, far-left, far-right, and other extremist users are found on the app. The app was used by far-right demagogues to coordinate anti-immigrant riots and protests across the United Kingdom in late July to early August following the stabbing deaths of three children.<\/p>\n\n\n\n

The Hope Not Hate anti-racism advocacy group referred to Telegram as the “app of choice” for such far-right and anti-immigrant groups and described it as “a cesspit of antisemitic content” due to its prominent lack of moderation.<\/p>\n\n\n\n

Durov has defended the platform’s approach. “In my 20 years of managing discussion platforms,” he has said, “I noticed that conspiracy theories only strengthen each time their content is removed by moderators.” It is a view with some theoretical support, but it has also served as cover for a platform that, for years, made minimal effort to remove genuinely harmful content.<\/p>\n\n\n\n

The Arrest: The Day the Government Caught Up<\/h2>\n\n\n\n

The arrest of Pavel Durov at Le Bourget Airport on 24 August 2024 was, by any measure, a turning point.<\/p>\n\n\n\n

The arrest of a technology platform CEO due to issues with Telegram moderation was described by University of Toronto policy researcher John Scott-Railton as “unprecedented.” French prosecutors had been frustrated for years by what Paris’s top prosecutor Laure Beccuau described as a “near-total absence” of cooperation with law enforcement inquiries.<\/p>\n\n\n\n

Durov was held for four days in police custody. He was released after posting bail worth $5.5 million and agreeing to check in with authorities twice weekly.<\/p>\n\n\n\n

The charges centred on allegations that Telegram had facilitated organized crime, illicit transactions, and the distribution of child sexual abuse material, and that Durov himself bore personal criminal responsibility for the platform’s failures of moderation.<\/p>\n\n\n\n

The reaction was immediate and polarizing. Free-speech advocates condemned the arrest as government overreach against a platform that had protected millions of users from state surveillance. Critics of Telegram said the charges were long overdue. Elon Musk posted in defence of Durov. Governments from Russia to the United States weighed in. The arrest had become a global debate about the limits of platform responsibility.<\/p>\n\n\n\n

In response to the pressure, Telegram announced in September 2024 that it would begin to hand over users’ IP addresses and phone numbers to authorities who have search warrants or other valid legal requests. It was a significant policy shift, and a concession that Telegram had never previously been willing to make.<\/p>\n\n\n\n

Telegram implemented advanced AI-powered moderation systems in early 2024. In 2025, the platform reported blocking more than 34 million groups and channels, demonstrating increased enforcement.<\/p>\n\n\n\n

France lifted all travel restrictions on Telegram founder Pavel Durov as of November 13, 2025, after he complied with judicial supervision for one year following his August 2024 arrest. But the criminal investigation remains open. Durov still faces the possibility of trial and, if convicted, up to ten years in prison.<\/p>\n\n\n\n

In his first interview since the arrest, given to Tucker Carlson in June 2025, Durov said: “It was very disconcerting for me to be detained in Paris and to learn that Telegram had made a mistake or had not processed certain requests.” It was as close to an admission of failure as he had offered.<\/p>\n\n\n\n

Telegram in 2026: AI, Design, and the Next Chapter<\/h2>\n\n\n\n

Despite the legal turbulence, Telegram has not slowed down. Throughout 2025, Telegram launched more than 75 new features through 13 major updates, with an average of just 26 days between updates.<\/p>\n\n\n\n

Telegram’s first update of 2026 brought AI summaries for channel posts and Instant View pages, built to maximize privacy and protect user data. Long posts in channels can now be instantly summarized to recap the latest news. The new AI summaries are powered by open-source models running on Cocoon, a decentralized network designed to maximize privacy, where each request is securely encrypted to protect user data.<\/p>\n\n\n\n

For iOS users, Telegram now fully supports the Liquid Glass design language, with transparent elements and beautiful refraction effects throughout the entire app, with controls available to adjust interface effects for performance and battery life.<\/p>\n\n\n\n

The March 2026 update added further privacy improvements. Members of groups can now create custom tags next to their names to showcase a role or personal interest. Admins can assign tags themselves or allow users to create their own. There is also the ability to restrict sharing in private chats, a feature previously only available in groups and channels.<\/p>\n\n\n\n

By June 2026, Telegram had added five further features including Guardian Bots for Group Chats, links in poll options, rich text formatting for bots, and support for MD files. The platform also launched a native Apple Watch app, extending its reach onto the wrist.<\/p>\n\n\n\n

In 2025, Durov announced an agreement with xAI to bring AI features to the Telegram app, but the partnership never materialised. Telegram backed away from third-party partnerships with existing AI companies to prioritize user privacy, ultimately leading to the development and launch of Cocoon. It was a decision entirely in keeping with the platform’s founding philosophy: build your own, trust no one else with your users’ data.<\/p>\n\n\n\n

The Question That Remains<\/h2>\n\n\n\n

Telegram sits at the most contested intersection in the technology industry: the point where privacy meets accountability, where free speech meets harm prevention, and where the interests of individual users collide with the demands of governments and the safety of the public.<\/p>\n\n\n\n

Pavel Durov built a platform that has genuinely empowered millions of people. Dissidents in authoritarian states have used it to organise. Journalists have used it to communicate safely. Citizens caught in war zones have used it to find family members and coordinate survival. These are not trivial contributions.<\/p>\n\n\n\n

But the same architecture that made those things possible has also sheltered drug markets, child abuse networks, extremist recruiters, and fraudsters operating at scale. The arrest of Durov was a reminder that building a platform and then declining responsibility for what happens on it is not a position governments are willing to accept indefinitely.<\/p>\n\n\n\n

Telegram’s estimated valuation of $30 billion at a revenue multiple of 30 times is exceptionally high compared to similar publicly traded messaging and social media companies. For reference, Meta Platforms, which owns Facebook Messenger and WhatsApp, trades at around 10.6 times revenue. Even considering Telegram’s high growth and profitability, its multiple is roughly three times Meta’s, indicating that investors are pricing in substantial future growth and monetization potential.<\/p>\n\n\n\n

The platform that started in a Saint Petersburg bedroom, born from a Russian entrepreneur’s defiance of his own government, now serves one billion people, generates over a billion dollars in annual revenue, employs approximately thirty people, and is run by a man who is simultaneously a French citizen under criminal investigation, a Dubai-based tech billionaire, and one of the most polarising figures in global technology. Whatever you think of Telegram, it is impossible to look away.<\/p>\n\n\n
